I herby certify, That Wilson L. Starkey who was a Corp’l Co. “C” 15th Regt Ills Vols in the United States Army while attached to the US Miss Squadron [on detatched Service] and holding the rank above mentioned, departed this life on board U.S.N. Hos’p Ship “Red Rover” on the twenty seventh day of July, in the year 1862, and that he died of Febris Congestiva. as set forth in the record of his case, as follows: U.S.N. Hosp Ship “Red Rover” July 27th 1862 Wilson L. Starkey Corp’l Co “C” 15th Reg’t Ills Vols Set Nativity Admitted from U.S. Transport “Dickey” Affected with Febris Congestiva Died July 27th 1862 His disease originated in the line of duty having been contracted, from exposure to climate influences Geo.W. Sir: I have the honor to acknowledge the receipt from your Office of application for Pension No. 3069 , and to return it herewith, with such information as is furnished by the files of this Office. It appears from the Rolls on file in this Office, that Wilson L. Starkey was enrolled at Freeport May 24, 1861, in Co, “C”, 15th Regiment of Illinois Volunteers, 3 years, and mustered into service as Private at Freeport Ill., May 24/61 in Co. “C”, 15th Regiment of Illinois Volunteers. On the Muster Roll of Co. “C” of that Regiment for the months of July & August , 1862, he is reported having “Died while on signal duty on Steamer Red Rover July 27, 1862.” I am, Sir, very respectfully, Your obedient servant. {signature hard to read} Assistant Adjutant General The Commissioner of Pensions, Washington, D.C. April 27th 1865 Sir: I have received your communication, with Letter enclosed from “ Mary C. Lewis Newfane, Niagara County N.Y.,” making enquires in the case of Wilson L. Starkey Corp. Co. “C” 15th Reg’t Ills. Vol’s, who died on board U.S. Hospital Ship “Red Rover,” July 27th 1862. In answer I have this day forwarded to “ Wm Whelon Chief of Bureau Medicine and Surgery Navy Depar’t Washington D.C.” The Certificate of Death, in the case referred to.
